Position Summary Information

Position Summary

This position serves as the Chief Data Officer for the University and manages data as an integral university asset. This position is responsible for providing expertise, vision, and leadership for the development and implementation of university data and institutional research initiatives. This position provides decision support studies to aid university administrators and other stakeholders in using data to inform decision-making in a timely and proactive manner to support student success, strategic planning, and effective use of resources. The position serves as a key member of the University’s administration leading the institution’s data collection and analysis, as well as identifying trends to inspire innovation and help inform strategic decisions across the University. This leadership position is responsible for coordinating Decision Support and Institutional Research (DSIR) functions. This position reports to the Vice Provost/Associate Vice President for Academic Affairs.

Primary Duties and Responsibilities

- Lead employees and university teams, manage DSIR functions, and serve as a key contributor to campus management of data as an integral university asset; shepherd the data ecosystem of the university.
- Proactively design and conduct Decision Support studies, such as enrollment projections, student success metrics to leverage university Strategic Plan Goals, benchmarking, tuition revenue projections, student and course data, faculty cost and workload data, academic program data, and other relevant data.
- Promote and conduct Predictive Analytics and use of Learning Analytics to support the university’s Strategic Plan and student success initiatives and enhance university’s capacity for data-informed decision making. Assist the university in utilizing predictive analytics to inform enrollment projections and student success.
- Disseminate understandable and actionable research and assessment results through media such as the university website and via regular presentations to departments, units and decision-making groups.
- Serve as Knowledge Manager:
- Gather and transform data into information and knowledge.
- Provide written reports that go beyond descriptive reports and incorporate data analysis, alternative analysis, and recommendations for consideration by institutional stakeholders.
- Present internal and external (national and local) data to key stakeholders and university leadership groups including insights, recommendations and implications.
- Promote and nurture the increased use of research and assessment data for decision-making across the university.
- Collaboratively lead Data Management efforts.
- Oversee and provide for External and Internal Reporting:
- Collaborate in the creation and maintenance of information repositories.
- Collaborate with IT, Enrollment Management and Student Success to design and maintain appropriate data warehouse and or data marts and databases.
- Collaborate with university stakeholders to frame and ensure data governance and stewardship efforts.
- Collaborate with IT to identify effective and appropriate business intelligence tools, including dashboards and analytical tools.
- Collaboratively select, implement, and maximize use of data visualization capabilities to expand access to and use of data across the university as appropriate. Develop guidelines for the level of access and publishing of data and reports to the university community and the public.
- Oversee and provide for External and Internal Reporting (Lead the office in meeting the university’s obligations for accurate and timely internal and external reports.):
- Decision support studies and institutional research reports needed by the University’s Senior Leadership Team and APSU Board of Trustees.
- Institutional reports including Fact Books and ad hoc reporting.
- Official data to the Tennessee Higher Education Commission, and state and federal agencies.
- Accountability reporting such as THEC Quality Assurance Funding reports:
- IPEDS
- Data sharing with consortia.
- External Surveys, such as US News and World Report; and guidebooks, rankings.
- Conduct Research and Development (Manage staff conducting institutional research surveys and studies, utilizing a high level of technical expertise in survey design, data collection, statistical analysis, and reporting.):
- Environmental scanning.
- Survey research – design and analysis.
- Student and or alumni studies.
- Serve on and or chair/co-chair the university data governance groups, enterprise reporting teams, Institutional Review Board, Institutional Effectiveness Committee, and or other committees and groups as assigned. Serves on the President’s Cabinet.
- Assist with assessment of Quality Enhancement Plan.
- Supervise staff in DSIR office. Maintain an office with a high degree of responsiveness to internal and external constituents.
- Design and conduct ongoing institutional research and survey training programs for faculty and staff.
- Identify priorities to satisfy short term and long term decision support needs, institutional research, and data collection through proactive consultation with faculty, staff, and administration.
- Stay abreast of trends in Institutional Research, Survey Research, Data Management and Visualization, and Institutional Effectiveness; seek out professional development, and actively participate in relevant professional organizations.

- Ability to lead university committees and teams to accomplish objectives.
- Ability to efficiently use a variety of computer software and possess sufficient knowledge of mainframe computers to use centralized services effectively.
- Ability to interact in an effective and appropriate manner with diverse populations, the University community and the public.
- Ability to supervise personnel and complete all associated personnel actions in a timely and accurate manner.
- Ability to prepare and analyze reports. Ability to analyze and synthesize results to most effectively “tell a story”.
- Ability to work independently, make sound decisions and effectively solve problems.

Required Minimum Qualifications

- Master’s degree required and graduate-level coursework in research design and methods, research analysis, and statistical methods.
- Minimum of five years of progressively responsible Institutional Research management and leadership experience, including experience within the higher education setting in institutional research areas with a broad knowledge of data interpretation, database design, statistical analysis, and research design.
- Documented experience in a leadership/management role. Possess strong management skills and the ability to oversee a diverse team, coordinate work, and plan for the future. Must be able to effectively guide/lead others in the successful completion of tasks and projects.
- Documented experience in institutional research in higher education.
- Documented experience in survey design and methodologies.
- Knowledge of and experience-based skills in research methods; analytical methods, techniques, and concepts; statistics; program evaluation, survey methodology; projections; financial modeling; longitudinal and trend analysis; and data visualization. Demonstrated research ability and computer skills in spreadsheets, databases, word processing, and data visualization tools. Experience using statistical analysis tools is required, such as SPSS, SAS, or STATA, spreadsheets, and related software, including experience in data base management.
- Demonstrated organizational, analytical, interpersonal, oral and written communication skills. Must be adept at working with diverse populations and be able to communicate effectively with different levels of technical and professional expertise.
- Understanding of key issues in higher education and the culture and dynamics of higher education. Understanding of the operations, organizational structure and decision-making processes of colleges and universities.
- Experience with project planning, prioritizing assignments, establishing work schedules, meeting deadlines and working in project groups.
- Demonstrate strong attention to detail and ability to focus on quality assurance.
- Possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.
- Approach work with a high level of energy, motivation, persistence, and a positive attitude, in a fast-paced and sometimes stressful environment.
